Board seeks clearer field‑trip procedures, affirms separation by birth gender for overnight lodging

HERNANDO COUNTY, Fla. — Hernando County School Board members on Dec. 9 pressed staff to tighten field‑trip paperwork and clarified how district policy will treat overnight lodging assignments.

Board members said incomplete checklists and missing funding or consent information have caused unnecessary follow‑ups. Mr. Pender told the board he will raise checklist compliance at an upcoming principals’ meeting and asked staff who review packets (including Gina and central office staff) to kick back incomplete items before they reach the board.

At the same discussion, Miss Rodriguez asked the board to reconcile NEOLA policy 2340 with Florida statute 6A‑10.085 and made the district’s practice explicit: “in Hernando County when we enroll students that we enroll students based on their gender at birth. There will never be a situation where the verbiage in line F … requires schools to notify the parents for overnight lodging when the room assignments are not separated by biological sex at birth.” She said the district will document the practice in procedures and will ask NEOLA for guidance on removing duplicative policy language because statute governs notification requirements.

Staff agreed to present language options and to document the field‑trip procedure and packet instructions so the district’s practice is enforced operationally. No formal policy vote occurred at the workshop.

The board asked staff to return with proposed language for the field‑trip packet and a recommendation from NEOLA or counsel.
