CPC urges funding for admin work to close long‑running projects; board questions hold-ups

Lisa, representing the Community Preservation Committee (CPC), told the Select Board on March 10 that the committee needs approximately $29,000 in administrative funds to keep projects moving and to complete technical reviews, accounting and closing tasks for ongoing projects. She warned that without administrative support a set of projects (golf course irrigation, a water tower project, the trails project and Favville Park) could miss fall deadlines and that the affordable housing trust transfer depends on the CPC’s final numbers.
Several Select Board members and Advisory criticized the pace of project closeouts — some projects date back many years — and asked whether the administrative role could be reorganized or shared with other town staff to accelerate closure. The CPC replied that many open projects require small final tasks (signage, PRs) and that statutory signage requirements funded by the articles themselves can delay formal closeout and reimbursement.
Board members suggested adopting generic signs or streamlining sign approvals so projects can be closed and monies returned to the CPC bucket for reallocation. After discussion the Select Board moved to support Article 22 (CPC appropriations), with one member abstaining during the vote.
Next steps: CPC will explore simplified signage templates and continue outreach to close projects before the end of the fiscal year; Select Board endorsed placing Article 22 on the warrant.
