The Goodland Planning Commission voted to recommend that the City Commission rezone 504 East 7th Street from R1 (single-family) to R2 (multifamily), clearing the way for two duplexes on the site.
Staff explained the parcel’s location between commercial and multifamily districts, said utilities are in place, and reported two nearby property owners (including the Goodland Housing Authority) said they had no objections. Applicant Dax Reese described plans to split three lots into two and build two duplexes under the terms of a forgivable-loan program that requires the zoning change; the loan program requires the developer to retain ownership for five years.
Commissioners asked about timing, stormwater and pedestrian safety; the applicant and staff said utilities and on-site parking would be addressed in design and permitting and that addresses to accommodate two units per duplex will be assigned during the county addressing process. Commissioner Grady Bonsel moved and Commissioner Wally Hansen seconded a motion to recommend approval to the City Commission; the motion passed by recorded voice vote (majority in favor, one recorded opposition). The City Commission will consider final approval on the scheduled date referenced in the staff packet.
