At its March 9 meeting the Nantucket Finance Committee took the following formal actions: it approved the Community Preservation Committee’s recommended awards, authorized payment of several unpaid bills from designated sources, approved a package of prior‑year transfers and consolidations for airport, landfill and other accounts, and moved multiple capital articles forward as described in the capital program report. Separately, the committee voted to recommend no action on the Island Home borrowing authorization (4–3).
Key procedural outcomes
- CPC recommendations: Approved. Staff to publish full award packet and reimbursement process. - Unpaid bills (Article 2): Approved; funding sources noted in the record (general fund free cash, airport retained earnings, sewer retained earnings, CPC undesignated fund balance). - Prior‑year transfers and consolidations (Article 3 and related): Committee reviewed airport transfers to groundwater/soil accounts, consolidated prior MURF allocations into a landfill repairs and maintenance account, and asked staff for additional detail on some multi‑line transfers to be confirmed the next day. - Capital program (Article 19 and related): Committee reviewed the capital package and approved articles as presented; a sewer article includes language to accept $8 million from the State Revolving Fund (SRF) and approximately $1.2 million at higher rates to total $9.25 million of supplemental funding authorization for the treatment facility.
Several items (notably some airport transfers and detailed capital lists) were held for additional review and will be on the committee docket tomorrow. The committee’s votes are advisory to town meeting; final approvals and any debt exclusions will be decided by voters as required.
