The Livingston City Council on March 3 approved a parcel map and an exception to local subdivision frontage rules to allow the split of a vacant parcel at 612 East Avenue into two lots, each planned for a single‑family home with an attached accessory dwelling unit (ADU).
Contract planner Jayla Smith described the project as an infill development consistent with the Low Density Residential general plan designation. The proposed homes would be approximately 918 square feet each, include two bedrooms and one bathroom, and provide three off‑street parking spaces per parcel. The project requests an exception to the minimum lot width requirement (proposed 53.39 feet versus the 70‑foot standard) and staff concluded the site presents exceptional circumstances (notably sufficient lot depth) that justify the variance while protecting public safety.
Staff said the project is eligible for a categorical exemption under CEQA Section 15332 (infill development) and the planning commission recommended approval after a public hearing. No public comments were received at the council hearing.
Council voted to adopt the resolution approving the parcel map and the exception subject to the conditions of approval in the staff report. Staff will record the map and the applicant will proceed with required building permits and utility connections through the city.
