During the consent calendar discussion on Aug. 4, resident Rick Bowen asked the council to pull Item 2 — the register of audited demands — and raised questions about several payments listed in the 20‑page register that covered a period with no meeting, including a roughly $3 million annual JPIA payment and reimbursements to newly hired employees and to retired employees for health coverage. Bowen sought more transparency on why retirees of Medicare age were receiving quarter payments for health care.
City Manager Domer and finance staff explained that the register reflects after‑the‑fact (registered) demands covering a longer period because the council had not met in the previous cycle; year‑end accruals and annual insurance payments create the appearance of a larger single register. Domer said the JPIA payment is the city’s annual liability and workers’ compensation payment and described the city’s excess liability arrangement and monthly replenishments for third‑party administrators. On the specific reimbursement to the public works director, staff said that was a reimbursement for out‑of‑pocket insurance until city coverage began and that a purchase order now exists.
Staff invited the public to review the detailed receipts and records in the city offices; the council approved the register of audited demands 5–0 after discussion. Bowen and other public commenters said they intend to continue requesting more detailed financial transparency; council members agreed to provide more detailed backup where feasible and noted staff will facilitate public inspection of the supporting documents.
