La Verne midyear budget shows building-permit revenue uptick, sales-tax lag

City finance staff told the La Verne City Council Feb. 17 that the fiscal-year 2025 midyear review shows generally expected performance with some targeted variances.
Finance director Christy Lopez said building permit activity has produced about $360,000 of the approximately $390,000 total projected increase in general-fund revenues; however, related engineering and permit‑processing costs drive an estimated net year‑end variance of roughly $63,000. Lopez recommended no immediate personnel changes and asked the council to receive the midyear report and allow staff to return with quarterly updates.
Lopez also reported that Measure LV sales-tax receipts are lagging prior forecasts by about $183,000 and said staff continues to rely on reserves (noting approximately $1 million drawn from certain reserves this fiscal year). She recommended the council keep monitoring activity and avoid one-time fixes in lieu of structural adjustments.
Councilmembers praised the transparency of quarterly reporting and asked for continued tracking of overtime and staffing, particularly in police and fire, where recent hires were beginning to affect overtime levels. The council accepted the midyear review; staff will present the next update in a quarter and flag any required adjustments.
