Lewis County grants franchise renewal to Olympic Pipeline LLC after staff report; no public testimony

Lewis County commissioners on March 10 approved Resolution 26-086 to renew a non-exclusive franchise to Olympic Pipeline LLC, permitting the company to continue operating a pipeline for transmission of petroleum and petroleum products within county road rights-of-way.
Kimberly Edminster of Public Works presented the staff report, noting that "Lewis County code and state law require that utilities operating within county roads...be authorized through a franchise agreement," and that Olympic Pipeline Company submitted an application to renew its franchise. Edminster told the board the county adopted a resolution on Feb. 10, 2026, setting the hearing and that required public notices had been posted.
The commission opened a question-and-answer period for staff-level questions, then opened the formal public-testimony period; no members of the public signed in or spoke. Edminster asked to have her opening statements incorporated into the hearing record and the board agreed. A motion to approve Resolution 26-086 was moved and seconded and carried; the transcript records the motion as carried with a recorded vote of "3-0." The board gave no additional direction in the meeting record.
The renewal is non-exclusive and allows Olympic Pipeline to continue operating within the county road rights-of-way subject to franchise terms and any applicable county code and state law.
