Planning commission previews comprehensive-plan draft: land-use simplification, opportunity areas and build-out analysis

Commissioners received an update on the city’s comprehensive-plan process and recent Steering Committee presentations delivered by the consultant Confluence.

A staff representative told the commission the consultant presented drafts of multiple chapters — led by land use — and that the draft proposes simplifying subzones, creating more flexible land-use categories and identifying 'opportunity areas' along transit corridors where multifamily or higher-density housing may be appropriate. "We know what our population projections are. Um, we know how many units we're gonna need over the next, you know, 25 years," the staff member said, describing an accompanying build-out analysis intended to ensure the plan can accommodate projected growth.

Staff said the transportation chapter will be the next major focus and that draft materials will be published for public comment and shared at open houses before the plan is finalized. The process will return to Planning & Zoning for a recommendation before City Council action; staff noted a tentative goal of adopting the comprehensive plan by year-end but did not provide a firm timeline for public outreach events.

Commissioners asked about public engagement opportunities, how draft materials will be shared, and whether the commission or steering committee will revisit specific policy trade-offs (for example, changes to neighborhood zoning categories or parking rules). Staff said open houses and online posting of draft chapters are planned and that more detailed outreach scheduling will be provided later.

The update was informational; no formal recommendation or vote was taken on the comprehensive plan at this meeting.
