Muscogee accepts $1.2M foundation grant and OKs $1.19M water‑system evaluation contract

The Muscogee City Council voted April 13 to accept a $1.2 million grant from the Muscogee Foundation and to commit a professional services contract to update the city’s water model and engineering plan for future growth.
City staff said rapid industrial and industrial‑park growth south of town exposed the need to reassess transmission, storage and treatment capacity. The Muscogee Foundation approved an out‑of‑cycle award of $1,200,000 to fund an evaluation that staff described as including a treatment‑plant assessment, model update and a prioritized capital‑improvement plan in 5‑, 10‑ and 20‑year horizons.
Council subsequently authorized the city manager to negotiate and execute a contract with Cowan Group Engineering (contract value $1,186,213) to carry out the study.
Michael Taylor of Cowan Group, the project engineer, said the scope includes updating the 2019 water model, assessing treatment‑plant constraints and producing a funding‑ready CIP so the city can pursue state and federal financing. "We need to update the water model and assess plant upgrades so the city can plan transmission and treatment for growth," Taylor said.
City staff emphasized the work is intended to support development, protect service levels and position the city to apply for additional funding. The council approved both the grant acceptance and the contract in separate roll‑call votes.
