Tracy Joint Unified board adopts multiple policies, approves McKinley pre-construction work and accepts untimely claim over dissent

On the McKinley project, the board voted to "accept the proposal from Milas modular building manufacturer for the pre-construction services" after a motion and second; the item was announced and approved by voice vote.
The board also approved the award of the request for proposal for commodity processing of USDA Foods for the 2026'27 school year, and adopted several revised or new board policies and administrative regulations on matters including student activity funds (AR 34.52), personal property (BP 4356), intra-district open enrollment (AR 5116.1), Williams complaint procedures, conflict-of-interest bylaws, and foster youth transfers to alternative education programs.
A contested item involved claim No. 671141, an untimely claim staff recommended the board accept and then reject on the merits due to "unfounded liability." One trustee argued that accepting an untimely claim would set a precedent and favored denying acceptance; Trustee Chisholm said the district's law services recommended moving the claim forward. A representative referred to the risk that a family could still sue and a court might later require the district to accept the claim.
After discussion and a request from one trustee to table the item for additional legal explanation, the board voted 5'to'2 to accept the submitted untimely claim and reject the underlying claim on the district's recommendation. One trustee said they opposed acceptance because of the time limit; another trustee said they supported following legal counsel's advice.
The board also moved and approved adoption of instructional materials and approved proposed budget changes to the 2025'26 school site plan for George and Evelyn Stein High School.
Board members congratulated the evening's award recipients and closed the meeting.
