Board hears student reports, adult-education director outlines enrollment and state-funded programs

The Tracy Joint Unified Board of Education on Tuesday heard year-end reports from student leaders at Kimball, Stein, Tracy and West high schools and received a presentation on adult education that emphasized growing demand and state-based funding.
Sam Strube, director of adult education and career technical education for Tracy Unified, told the board the Tracy Adult School serves a sizable community of adult learners. "In the city of Tracy, our community is a community of need," Strube said, reporting an estimated 11,000 adults with less than a high school education and about 18,000 adults who "speak English less than very well." He said Tracy Adult School currently has 680 registered ESL students, 333 students in the high-school-diploma program (60 graduates so far, with about 75 anticipated by program end), and 143 enrolled in adult basic education with 11 promotions to date. Strube said the adult school recorded 1,869 total enrollments this year.
Strube emphasized funding mechanics: "We are totally funded by the state of California, not Tracy Unified," he said, explaining that Tracy receives base funding through the San Joaquin adult education consortium and does not receive attendance-driven ADA funding.
Student presenters from Kimball, Stein, Tracy and West highlighted athletics, music and theater achievements, senior events and campus programs. A Kimball High speaker noted a 5-0 softball win over Lodi on May 5 and upcoming events including a May 13 matchup with St. Francis and senior activities through mid-May. West High students called attention to an award-winning art and music season and a spring play titled The Ghost in the Machine; West High also announced a final concert on May 13 at 6:30 p.m.
The board recognized West High's JROTC color guard for a top finish at the Golden Bear West Coast National Drill Meet in Torrance and heard reports from Tracy and West FFA chapters on competitions, officer elections and a new welding shop nearing completion.
