Council awards multiple public‑works contracts, approves lead abatement and special‑event relocation

Westlake Drive: Council accepted bids and awarded the Westlake Drive contract to the low bidder (listed in the meeting packet as "Hog" / Hog Incorporated) for the Westlake Drive portion of a cooperative project with Becker County; final award was contingent on clearance from the Minnesota Department of Transportation Office of Civil Rights and on Becker County's action. Staff said most of the contract outside of water main replacement will be funded by Becker County and the city will act as fiscal agent.
City beach improvements: Bids for the City Beach improvement project were accepted and the contract awarded to Hog Incorporated; the low bid included a $68,000 alternate for JNK Marina‑specific improvements. Staff explained the marina work will be performed on JNK's behalf and paid by JNK via a 10‑year loan from the development authority under a separate agreement.
Rosman Avenue: Council authorized advertising for bids and a subsequent assessment hearing for the Rossman Avenue street and utility improvement project; design is complete and staff expects to open bids in time to have numbers for the March council meeting.
E2Q equalization tank: Public Utilities reported a guaranteed maximum price contract with Journey Group (Journey Construction) for the E2Q equalization tank project to improve plant resiliency and operations, at a contract value reported in the meeting as $6,925,775. Staff said the project was funded in part by a $1.5 million MPCA climate‑resiliency grant, with the balance to be covered by reserves and potential bonding over a 20‑year term.
Lead abatement: Council approved a single bid for lead‑paint abatement at Washington Park ballpark from Mavo Systems for a lump‑sum price of $160,800. Two other contractors declined to bid; staff said the abatement must proceed quickly to keep the overall park project on schedule.
Other items: Council approved an addendum to the Detroit Lakes Youth Hockey Association arena‑use agreement for one additional week at a cost of $4,200, and approved a contingency relocation for the Detroit Lakes Fire Department's Aug. 14, 2026 street dance to Washington Avenue if Westlake Drive construction prevents use of the usual location.
Council discussion emphasized timing (tree removal deadlines and preconstruction schedules), contingency funding arrangements, and ensuring agreements (such as the JNK loan) are in place before alternate or private work begins. All motions on these items carried.
