Casey said the light operates from sunset to sunrise and the motion activation prevents him from enjoying his backyard. He said he spoke with the building inspector who told him there is no existing residential lighting policy and therefore no enforcement option. Casey asked the board to consider passing a policy.
Trustees discussed options: staff agreed to drive by and assess brightness, trustees encouraged Casey to attempt polite outreach to his neighbor, and the board agreed to refer the topic to staff to research whether other municipalities have residential lighting ordinances or regulations that might apply. One trustee noted a past commercial case (marina boat storage lights) where tilting fixtures resolved a complaint; staff said the marina item was commercial and that residential standards are less common and harder to enforce.
