The Brainerd City Economic Development Authority adopted amended bylaws at its April 2 meeting that revise how the body defines a quorum and remove language that had scheduled workshops in the bylaws.
James, speaking for staff, said the draft changes reflect a city‑attorney review and a recommendation to clarify quorum language after prior meetings raised questions about whether a quorum existed for some bodies. After discussion, a member moved to approve the amended bylaws and Commissioner Karsoula seconded. The EDA approved the changes by a voice vote; meeting minutes recorded no opposition.
The change also removes the bylaws' specific scheduled workshops language and instead sets workshop dates when the board adopts its schedule at the start of the year, a staff memo said. The board did not record a roll‑call tally for the motion during the public meeting.
The EDA will operate under the amended bylaws going forward; staff noted the city attorney reviewed the text and recommended the edits that were adopted.
