Kuna board votes not to renew ISBA membership after debate over value and services

The Kuna Joint District board voted to forgo renewing its Idaho School Boards Association (ISBA) membership for the next year after trustees debated the association’s value and services.
Board members raised objections to the usefulness of recent ISBA training and to the role ISBA played in the superintendent‑hiring process. One trustee said training felt focused on avoiding legal missteps rather than on practical steps to help a board move from point A to point B. Trustee 3 moved that the district not continue ISBA membership for the next school year; the motion was seconded and passed by majority vote.
Misty, the ISBA representative in the room, described the association’s membership services, saying the package provides immediate guidance on changes in law and noted a recent multi‑page guidance on teacher union activities. "Our membership services and benefits is a whole package... We just issued a huge guidance on teacher union activities," she said, and warned that ISBA services and materials would stop effective June 30 if the district did not renew.
Supporters of non‑renewal said the district’s attorney already provides policy guidance and that the board could pursue alternative training or lobbyist arrangements; others said ISBA’s lobbying and legal updates are valuable. Board members agreed to revisit the decision if circumstances or ISBA leadership change. The motion to decline renewal passed on a board vote recorded in the meeting.
