Council members said the staff report offered limited details about the proposed structure but agreed it was appropriate to register concern about potential dilution of small‑city votes.
Council member Penny Sylvester moved to approve sending the letter and Council member Chris Anstead seconded; the motion passed 5–0.
Councilors said they supported a measured, precautionary approach and asked staff to monitor the ad‑hoc committee drafting the proposal so the city can refine its position if a formal structure is proposed.
