Oxnard district reports modest midyear academic gains and lays out family engagement push in LCAP update

Superintendent Dr. DeJenna Fox presented the Oxnard School District’s midyear Local Control Accountability Plan (LCAP) update, telling the board the LCAP is “a 3 year district level plan that describes goals, actions, services, and expenditures to support positive student outcomes” and that the district will return in June with the full LCAP for approval. The update included midyear state-assessment results, implementation status for funded actions, and next steps for family and community feedback.

Fox said state assessment proficiency rose modestly year-over-year: English language arts proficiency moved from a 28.8% baseline to 30.14% in the most recent finalized measure, and math improved from 18.35% to 21.75% (state-assessment figures presented as final for the prior school year). She emphasized that some metrics remain provisional and will be updated after spring windows.

The presentation walked trustees through the district’s five LCAP goals — academic engagement and achievement; learning environment and school climate; professional development; family and community connections; and infrastructure — and the funding classification of actions as “contributing” (funded by supplemental/concentration dollars) or “non-contributing.” Fox said 14 of Goal 1’s 22 actions are labeled contributing and that the district reports implementation status (fully implemented, ongoing, planned) for each action.

Trustees asked for clarity about terms and implementation. Trustee Salas pressed whether a reported change was “5 points” or “5%,” and Trustee Robles Solis and others sought details on how family engagement will be conducted. Fox and staff said Panorama surveys, ParentSquare messages, QR codes at sites, paper copies and targeted family meetings will be used for outreach and that dates for those activities will be shared via transmittal.

Board members also sought more detail about how contributing funds map to actions and how the district will avoid unintended impacts on credentialing and classroom instruction as staffing decisions are considered later in the budget cycle. Dr. Carroll and other staff stressed that any personnel actions will follow education code timelines and collective-bargaining procedures and that the midyear report is intended to guide the writing of the 2026–27 LCAP.

The board did not vote on the midyear report; Fox said staff will return with the complete LCAP package, detailed metrics and community-feedback dates in advance of the June review and approval.
