Council committee approves moving PennDOT McClay Street bridge maintenance and mural agreement forward

Council’s Public Works committee on Wednesday reviewed Resolution 33 of 2026, which would authorize the city to enter a maintenance agreement with the Pennsylvania Department of Transportation tied to planned replacement work on McClay Street bridges between 7th and Cameron Streets.
The city engineer described three maintenance responsibilities the agreement would assign to the city after PennDOT completes the replacement: keep sidewalks open and clear (snow removal, debris), accept ownership and ongoing maintenance of lighting attached to the bridge spans, and maintain a planned mural on the inner faces of the longer span for 25 years, including inspections every five years and graffiti removal or spot touch-ups as needed. The engineer said PennDOT is contracting work and outreach — including with Sprocket Mural Works — and that PennDOT will hand over operation and maintenance to the city after construction.
Timelines discussed called for advertisement in June, letting in July, a likely notice to proceed by the end of the year and a projected completion in fall 2030. Council members raised standard operational questions about lighting maintenance and thanked staff for coordination with PennDOT. Committee moved the resolution to the legislative agenda for formal action.
Councilman Rodriguez, who led the Public Works discussion, moved to add the resolution to the next legislative session.
