Banner County commissioners voted May 5 to approve an interlocal agreement intended to formalize regional mutual aid for road repairs, equipment sharing and emergency support.
The draft agreement includes language referencing firefighting apparatus and liabilities. Several commissioners voiced concern that not all nearby counties with firefighting resources were signatories yet, which could create uneven coverage or exposure. "My issue is this agreement talks about firefighting apparatus. The county itself doesn't own any," a commissioner said during discussion, noting the current membership list may leave coverage gaps.
Other commissioners argued the interlocal framework formalizes practices already used in the region for road graders, signage and mutual assistance and provides a baseline for liability discussions and scheduling. After discussion, the board moved, seconded and voted in favor of approving the agreement.
The board instructed staff and the highway superintendent to oversee implementation logistics, schedule equipment-sharing requests as needed, and monitor membership and insurance implications as other counties consider signing the agreement.
