Council authorizes NCDC to pursue state cultural‑district designation for Norwich

The Norwich City Council voted unanimously April 20 to authorize the Norwich Community Development Corporation (NCDC) to apply to the state to establish a cultural district and, if approved, to serve as the lead administrative entity.
Supporters said formally designating a cultural district will help coordinate events, attract visitors and access state program funding for downtown revitalization. "This city has an enormous culture to celebrate," said Bobby Bray Boy, director of Global City Norwich, a program operated by NCDC, during citizen comments. "Strengthening this fact through a cultural district is not only culturally important but also connected to the economic vitality of our downtown."
Council members described the move as the result of long‑running discussions and years of groundwork by local arts and development leaders. Alderwoman Sheila Hayes thanked current and former organizers and NCDC staff for leading the initiative and noted that a designation would make the city eligible for certain state grants.
The resolution passed by roll call vote 7–0. Council members said it does not preclude additional cultural districts in other neighborhoods and asked NCDC to ensure outreach across the city, including historically underrepresented neighborhoods such as Norwichtown.
If the state approves Norwich's application, NCDC would administer state and local grant funds and coordinate activities under the cultural district program.
