Board approves multiple resolutions and ratifies labor agreements, including $36.5M Education Protection Account

The Los Banos Unified School District Board of Trustees took multiple non-controversial actions and adopted several required resolutions during the meeting, most by unanimous roll-call vote.
Key actions included adoption of the Education Protection Account resolution (Res. 12-24) to account for $36.5 million intended to cover teacher costs; adoption of an authorization resolution permitting the superintendent to sign certain documents on behalf of the governing board (Res. 13-24); designation of certain general funds as committed balances for 2024–25 (Res. 14-24); and approval of interfund cash transfer authority (Res. 15-24). The board also adopted two energy-conservation resolutions authorizing acquisition of energy-service contracts (Res. 16-24 and Res. 17-24).
The board ratified tentative labor agreements with the Los Banos Teachers Association and the California School Employees Association Local 92 and approved compensation increases: a 4% increase (retroactive to Jan. 1, 2024) for various groups and an additional 2% on Jan. 1, 2025 for unrepresented groups; and an equivalent salary adjustment for the superintendent. Numerous capital projects, bid acceptances and change orders were approved by motion, and staff job-description updates and program adoptions were also approved.
Two closed-session items were reported out: one student-expulsion decision (case 5523187) and approval of a waiver from a physical-education graduation requirement for a Pico High School student. The expulsion vote was recorded as five yeses, zero noes, zero abstentions and two absences.
Why it matters: The adopted resolutions complete year-end fiscal housekeeping (reserves, EPA accounting, interfund transfer authority), advance energy and capital infrastructure projects, and finalize labor agreements that affect employee pay and district personnel costs.
Next steps: Several items were described as standard annual requirements; others (capital projects, grants) will proceed to contracting and implementation as described in staff reports.
