Adams County commissioners voted to adopt a reorganization plan for the county health department that consolidates clinical and environmental functions under a single director and updates five job descriptions.
Shannon and Katrina presented an organization chart and five revised job descriptions for deputy director of health, director of health, office manager, public health nurse and health services coordinator. “We think that we have some opportunity to kind of define some roles a little bit better, shift some responsibilities around…and make the department more efficient,” Katrina said, explaining the changes and noting two existing positions had been grant-funded and the county intends to migrate those into the budget over time.
Commissioners said the restructure is intended to reduce siloed operations between clinical services and environmental health, improve coordination and provide clearer reporting lines to the health officer and health board. One commissioner noted state statute makes the health board and health officer responsible for operations while the county provides funding.
The board approved the organization chart and moved the job descriptions forward; commissioners agreed one position should be reviewed by wage review. The health board had previously approved the proposal.
The reorganization takes effect as the county continues to evaluate staffing and funding plans; commissioners said they would move forward with the job descriptions and follow up on wage review procedures as needed.
