Redevelopment commission approves multiple lot RFPs, easements, surveys, small grants and contracts in package of votes

The Hammond Redevelopment Commission approved a broad set of motions covering property actions, contracts and small grants.
Key approvals included authorization to advertise requests for proposals for multiple city residential lots, approval of a $9,948 homebound conditional forgivable loan to purchaser Bartella Vasquez (2717 Birch), and approval of basement backup protection devices for two homeowners (4223 Homeman Avenue and 4626 Cameron Avenue). The commission also approved Amendment No. 1 to extend ALEC funding for several nonprofit grantees so leftover grant funds can be spent.
Property-related administrative actions included approval of three NIPSCO easements to serve the data center at Digital Crossroads Drive; acknowledgment of Commonwealth Edison’s notice to install infrastructure at 100 Digital Crossroads Drive; ratification/approval of multiple boundary surveys (examples: 6827–6837 Kennedy Ave, not to exceed $7,850; 5009 Calman Ave, not to exceed $16,500) and a DVG Team survey proposal for $1,800 for 6532 Indianapolis Boulevard. The commission approved small real-estate purchases and improvement agreements: 913 Bower Street ($2,900) and 1046–48 M Street ($9,250). It also approved lawn-care contracts for city lots with Myers Landscaping and RBI Cut and Clean and a $6,500 contract for business consulting and training for small businesses.
On redevelopment opportunities, the commission accepted three proposals for 435 FET Street (a fusion art/gallery/tattoo concept; a $50,000 purchase offer from the Hammond Professional Firefighters Association to operate a community/event venue; and a proposal from Daniel Castellanos requesting a $300,000 forgivable loan for a rooftop cocktail concept) and referred the responses to staff for review.
Financial housekeeping: commissioners approved the register of claims (R68348–R68554) for payment by roll call. Most votes were unanimous among the four members present; one commissioner was absent for votes recorded as 4-0 with one absence.
Next steps: staff will follow up on referred RFP proposals and proceed with closing and administrative steps for approved surveys, purchases and contracts.
