Jersey City seeks Hudson County Open Space grants for multiple park projects; council asks about matches

City architecture and parks staff told the municipal council they have submitted letters of intent and are preparing full applications for multiple Hudson County Open Space grants, including funds for Leonard Gordon Park improvements (Phase 2), Point Park, Martineia/Wright Park, Monaceel mini-park and Terrace Avenue Park.

Brian Weller, director of the Division of Architecture, said the county grant cycle is annual and that the county sets maximum awards (he cited $750,000 as a per-project cap). Council members pressed Weller on how the required local match is determined and where the city will source matching capital funds. Weller said matches vary by project and often draw on existing capital accounts tied to prior bond ordinances; he offered to provide account identifications and current balances.

Council members asked for a status update on participatory-budgeting projects and for assurance that grant applications are shovel-ready, a county condition. Weller said several projects are shovel-ready, that some prior awards (a $250,000 award) remain on the books and that staff will resubmit for additional county funding to supplement earlier amounts.

Councilors also requested the balances of the city's open-space trust fund and the capital accounts that would serve as sources of matches, arguing the city should weigh priorities given current budget pressures. Weller and other staff agreed to supply the requested accounting details to the council.
