St. Charles council names Heather McGuire city administrator, approves slate of directors and board appointments

May 4, 2026 — The St. Charles City Council voted to appoint Heather McGuire as city administrator for fiscal year 2026–27 and approved a package of department director appointments, reappointments to boards and commissions, and several other personnel items.
Mayor Clint Lowery recommended McGuire’s appointment during the council’s regular meeting; the council moved, seconded and approved the appointment on a unanimous roll-call vote. Council also approved the mayor’s recommended slate of department directors and the appointment of a deputy city clerk for FY2026–27.
The council carried a series of reappointments and contracts included on the agenda. A motion to reappoint lobbyist John Milner of John Milner and Associates for 2026–27 passed on roll call despite Alderman Weber voting no. “I do not currently see the value of extending this,” Alderman Weber said, adding the council should consider whether it needs a lobbyist or pursue a different firm. The motion passed with the remaining recorded votes in favor.
Other personnel or contract items approved on May 4 included the reappointment of ethics advisor Austin Zimmer of Delgado Law Group LLC and the reappointment of administrative hearing prosecutor Anne Marie Lamparello of Lamp Law LLC. The council also approved the appointment of the city attorney for the coming fiscal year and reappointed Police Chief Dan Likens to the Police Pension Board.
The mayor read and the council approved an extensive list of reappointments to city boards and commissions — including the Board of Fire and Police Commission, the Housing Commission, the Natural Resources Commission, the Plan Commission, the Visitors Cultural Commission, the Youth Commission and the Zoning Board of Appeals — and later approved a second set of new appointees for several commissions.
Alderman Brian Warble was appointed city liaison to the Liquor Control Commission; Warble abstained from that vote. Where roll-call votes were recorded, they are reflected in the council’s minutes.
The meeting adjourned and briefly recessed as the body transitioned to committee of the whole.
