Morrison County adopts one-year moratorium on solar and wind projects and adopts findings denying a prior solar proposal

The Morrison County Board of Commissioners adopted an interim ordinance imposing a one-year moratorium on community solar, solar farms and wind energy conversion systems to give the county time to review planning rules and the comprehensive plan.
Staff explained the ordinance narrows the moratorium to exclude meteorological towers, which would still require an interim use permit and an end-date on each permit. "This moratorium will give the county board and staff a one-year look at the effects of allowing for the development of solar and wind within the county," a staff member explained.
The board also formally adopted written findings supporting the board’s earlier denial of a conditional-use permit for a proposed solar farm (Clyber and USS Solar). That finding completes the administrative record for the denial.
The moratorium passed by voice vote and the findings were adopted without further debate. Staff were tasked with studying ordinance changes and returning recommendations to the board during the suspension period.
