Commission denies KP Homes expansion, adopts findings citing neighborhood impacts

The Morrison County Board of Commissioners unanimously denied an application from KP Homes to expand a residential treatment program from six to ten residents and adopted findings to support that denial.
Amy McKinley of Land Services summarized the Planning Commission’s recommendation and the county’s review. Commissioners cited neighbors’ testimony and incident records. "There was a couple clients that came here that are concerned for their children... I also called the sheriff's office to see the calls that were there. And there was 16 calls in 2025," Commissioner Lamir said when explaining his vote to deny.
Commissioners said the record showed safety and nuisance concerns, including missing clients and disturbances. Several commissioners said the facility had not demonstrated it could reliably manage the six-bed operation and therefore did not merit a 10-bed expansion.
A motion to approve the expansion failed on a roll call in which all members voted against approval; the board then approved the findings of fact supporting denial and directed staff to finalize the written denial.
The action denies the interim use permit request; the county clerk will enter the board’s findings into the record.
