Resident tells board of years-long code fights, rat infestation at neighboring property

During public comment on July 14, resident Barbara Thatcher (4421 Vernon Ave.) asked the Village of Brookfield to act on long-standing code violations at 4423 Vernon Ave., describing a 22½-foot storage trailer, private-property signs, six surveillance cameras around the building and what she called an out-of-control rat infestation that she said prevents her from using shared dumpsters.
Thatcher said she has been reporting the neighbor’s issues for eight years and that fines previously issued prompted more severe retaliation from the property owner. "I have a right to a safe and sanitary environment," she said in the meeting record.
Village staff responded that Libby or another department representative would contact Thatcher for follow-up and asked that she provide her phone number to the village manager. Staff noted the village has pursued court action in Cook County on similar cases and that timing and outcomes can be constrained by court processing. Staff also described the village’s intention to be more aggressive about prosecution and to provide an update on the enforcement strategy.
No formal action was taken during the meeting; staff committed to follow up with the resident.
