Brookfield approves additions and a credit to lead water-service replacement contract

The Village of Brookfield Board on July 14 approved two related change orders for the 2024 lead water service replacement program. The board authorized change order #3 for phase 2 in the amount reported as $374,400 to cover additional lead-line replacements discovered in excavations; staff said the contractor FiveStar held original unit prices, making the add-on cost-effective. The board also approved a change order reducing phase 3 contract value by $112,700 after the contractor returned credits due to favorable final quantities and efficiencies.
Public works staff explained that pre-construction estimates undercount some lead services and that additional replacements are discovered once the ground is opened. Approving additions while the contractor is mobilized avoids future re-excavations and retains unit pricing from the original contract. For phase 3, staff (Lauren) provided change-order documentation and staff explained the net credit results from the final reconciliation of quantities (some lines turned out to be copper rather than lead, and FiveStar returned savings).
Both measures passed on roll-call votes. Staff said the approach is intended to be cost-effective and minimize repeated street disruption by timing replacements with scheduled street projects; the board recorded approval during regular business.
