Committee recommends several zoning map amendments and a townhouse plat for council approval

The Cheyenne Public Service Committee voted to forward multiple zoning map changes and a final plat to the full city council for adoption.
Staff reported no substantive changes or public opposition for several third-reading ordinances that would revise the official zoning map: reclassifying land south of West Allison Road and west of Waltershy Boulevard to NR3 (item 13), changing land north of Allison Road and west of Waltershy Boulevard from AG to NR3 (item 14), and adjusting zoning northwest of East 29th Street and Central Avenue from MR to NR2 (item 15). Each of those items received a staff report from Morgan Dennis and a motion to recommend adoption; Dr. Aldridge moved and Councilman Crave seconded the motions.
The committee also considered a city-initiated vacation of Frank Court and a short alley segment north of Rock Spring Street (item 16). Charles Bloom, Planning & Development Director, said the right-of-way has never been developed, dead-ends into Dry Creek, and is not logical to construct (would require an expensive bridge). Bloom said the land would be equitably distributed to adjacent property owners upon approval; council members asked questions about access and easements.
Separately, staff presented a final plat (resolution item 21) for 2900 Central Avenue townhomes that subdivides existing townhouse property into individual cottage lots and records common area under HOA control, enabling individual unit sales. Staff said the plat aligns with an earlier zone change and that planning commission recommended approval.
All items were moved, seconded and recommended to council by voice vote. Staff will forward the items to the council meeting for final readings and adoption.
