Council to reauthorize Crescent New Community Authority board structure, prioritize resident appointees

Economic development staff presented three mostly technical changes to the resolution that created the Crescent New Community Authority (NCA): (1) define board member terms to run Jan. 1–Dec. 31, (2) make permanent the alternative placeholder board structure (one city representative, three citizen appointees appointed by council, and three developer appointees) in lieu of the statutory election model until resident thresholds change, and (3) express a council preference that citizen appointees be residents of the Crescent district when possible.
Officials said holding elections under the Revised Code model is not feasible now because the resident threshold in the statute has not been met and elections could produce vacant seats if no residents run. The city attorney said the language allows Council flexibility: the preference for resident appointees can be met up to three seats depending on applicant interest, and council can amend the process later if residents petition for a return to the elective structure.
Council asked that staff emphasize outreach to district residents (property manager contact, public notices) and the clerk indicated the onboarding/posting process can be used to flag district applicants; the item was placed on consent for next week’s agenda.
