Planning and the highway department identified several deficiencies that must be corrected before the county would accept the roadway into the county inventory, including cracked sidewalks, missing ADA-compliant six-foot sidewalks, improper cross slopes, missing parking striping and private signs within the right-of-way. Smith said petitioner's engineer Daniel Butler (Bayananiel) reviewed options with staff; the petitioner indicated it was unwilling to complete a subset of the improvements the highway department listed in its March 10, 2026 letter.
Planning staff told commissioners it originally recommended approval with four conditions of approval tied to the highway department's acceptance, but because the petitioner had not secured South Wick Street's acceptance into the county road inventory, the plan commission ultimately voted 5–2 to forward a negative recommendation to the county commissioners and recommended continuing the petition so the petitioner could finish public improvements.
Commissioners asked for additional time and staff said they would schedule the item on a future agenda and coordinate with the petitioner and highway department.
What happens next: The petition remains under county review; staff will work with the petitioner and highway department to resolve the cited deficiencies and return a revised petition or a status update to the board.
