City staff told the Tumwater Tree Board that the Meeker (Davis) Garry oak year-one work specification—groundwork, vertical mulching, removal of cobblestones and grading—cannot proceed until the Historic Preservation Commission approves the work spec as required by a prior court decision.
“We do have the permit already and I received one proposal or one quote after putting out a competitive solicitation for that year one work,” the staff member said, adding that the HPC’s approval is the remaining step before contracting.
The staff report also noted that the city has executed a contract with consultant Facet to continue tree-code revisions. Staff said the project is roughly two weeks ahead of schedule, an internal kickoff meeting is planned for the following day, and a joint field trip with the planning commission and city council is scheduled for June so members can view examples and provide input.
No formal contracting action was recorded during the meeting; staff said they expect to move forward once the Historic Preservation Commission approves the work specification and after confirming contractual details.
