Scott County Council approves multiple budget transfers, grants and public‑safety appropriations

At its March 10 meeting the Scott County Council approved several budget transfers moving state highway funds into restricted subfunds, accepted grants for public health and GIS mapping, allocated opioid funds to victim services and recovery court, and approved sheriff-related reimbursements and equipment lines. The Scott County Council met Tuesday and approved a package of budget moves and grant acceptances affecting public health, highways, law enforcement and court‑related services.
The council unanimously closed a brief public hearing and then approved the health department’s grant acceptance for a hepatitis C PCR testing machine. The board accepted $8,750 from the Health Foundation of Greater Indianapolis and appropriated $8,500 to professional services and $250 to supplies to operate the device.
Council members approved transfers to reallocate state highway funds from fund 1176 into restricted fund 1173 for construction, reconstruction and preservation uses. Individual additional appropriations passed by roll call included $61,880 (Ordinance 2026‑46), $706,491 (2026‑47) and $1,166,427 (2026‑48), all recorded as unanimous votes.
Opioid-related appropriations were also authorized: $15,000 for the Children’s Advocacy Center (Ordinance 2026‑50) and $35,000 to supplement Recovery Court programming. The council said the appropriations would come from the appropriate restricted opioid accounts after clarifying which account applied.
On public safety, the council authorized the sheriff to purchase six APX radios for Vienna Township Fire Department on the condition the fire department reimburse the sheriff and comply with relevant regulations. The board passed a resolution reimbursing county funds from remaining bond proceeds to cover prior sheriff spending, totaling $5,020,298.75 and distributed among the general fund, LIT public safety and LIT special purpose accounts (resolution 2026‑6).
Other votes created a Sheriff Canine equipment line and appropriated $27,319.10 (Ordinance 2026‑52), accepted a $7,500 GIS seed grant for EMA (Ordinance 2026‑56), and funded courthouse window repairs and utilities ($34,009, Ordinance 2026‑55). The council also created lines and appropriations totaling $6,000 to cover transfer‑station utilities and equipment repairs (Ordinance 2026‑57).
Councilors spent an extended portion of the meeting on a proposed 2026 salary ordinance after finding inconsistencies between the advertised matrix and the ordinance columns for deputy tiers, and raised the issue that employees with more than 20 years of service currently receive no ongoing longevity increases under the matrix. Members agreed to verify hire dates and rework the salary ordinance for action next month.
