Temple City staff reports 17.1% vacancy rate under new AB 2561 reporting requirement

Temple City staff briefed the City Council June 3 on the new state requirement created by Assembly Bill 2561 and presented the city’s annual vacancy and recruitment report. Staff said AB 2561 requires agencies to report vacancies, recruitment and retention efforts and provide bargaining units an opportunity to participate; it takes effect January 1, 2025.
Alex, a city staff presenter, told the council that as of June 3, 2025 the city’s vacancy rate is 17.1%, below the 20% threshold that would trigger additional reporting requirements. He summarized recruitment activity: six job postings, 33 candidates interviewed, 18 candidates placed on eligibility lists and five offers extended. For retention, staff noted training, tuition reimbursement, employee recognition programs and competitive benefits.
Council members asked clarifying questions about how the vacancy rate is calculated and whether the measure includes part-time or management positions; staff replied the report covers represented bargaining units and does not include part-time employees or management. There was no public comment on the item; the council voted to receive and file the report with no further action.
