Three Newark City Council committees met March 2 and voted to forward several measures to full council.
Finance committee: Members considered a request for appropriation to cover borrowed funds and reimbursements that will support the Fourth Street sewer separation final change order and additional budget for the 16 North project. A motion to send the appropriation to full council was moved by Council member Barker and the motion was recorded as passing 5–0. The transcript shows the appropriation amount with inconsistent formatting; staff described it during the meeting as roughly $2.7 million to cover project and change-order needs.
The finance committee also approved a $10,000 grant from the Liftman County Foundation for the Homeport program, to be used for administrative costs and participant support. The committee voted to appropriate the grant funds and the motion was recorded as passing 4–0 (the chair corrected the roll call noting four members were present for that vote).
Streets committee: The committee considered Ordinance 26-10, an ordinance to vacate a 16-foot alley as shown on city plat records. Mr. Morhead reported that the matter was circulated to police, fire, sewer and street departments and that no objections were raised. The committee voted to forward Ordinance 26-10 to full council.
Service committee: The committee introduced Ordinance 26-11 to annex approximately 0.9 acres in Newark Township into the city and declared an emergency; the measure was moved, seconded and forwarded to full council with a recorded vote of 5–0.
