North Canton council adopts year-end budget changes, updates 2026 fees and honors first responders

The North Canton City Council on Dec. 15 approved a package of year-end financial actions, adopted adjustments to city fees that will take effect Jan. 1, 2026, and commended first responders for their actions during an Oct. 9 active-shooter incident.
Council moved, seconded and approved final appropriation amendments to balance and close the 2025 fiscal year after the finance director confirmed the changes consisted of final adjustments and one-time transfers. Financing and Property Committee Chairperson Mr. McCle said the item was routine "final year in appropriations" work and would be brought back in January for follow-up.
The council also voted to adopt Resolution 01-2026, which acknowledges adjustments to rates and fees used to establish the 2026 budget, including updated facility rental fees managed under a third-party contract. Mr. McCle said the measure was placed under emergency to make the new rates effective Jan. 1, 2026.
In a separate action the council adopted Resolution O2-2026 commending members of the North Canton Police Department, the North Canton Fire Department and the North Canton Public Safety Communication Center for their response to an active-shooter incident on Oct. 9, 2025. Personnel and Safety Committee Chair Miss Perpont read the resolution’s preamble and listed the personnel the council commended. Perpont said the council would provide signed copies to the departments so they could be displayed.

The council also held two executive sessions by roll call: one to consult with the city’s attorney regarding pending litigation and another to discuss confidential economic development negotiations. Council minutes reflect both sessions were entered by roll call (seven in favor) and that no action was taken when the sessions were adjourned.
Mayor Stroy and multiple council members used the departmental reports portion of the meeting to thank first responders and staff involved in recent public-safety and community events. Several members noted holiday events and local traditions; one member gave a remembrance for Thomas M. Bernabby, a longtime public servant whose recent passing was recognized by council members.
What’s next: The council scheduled its next committee and council meeting for Jan. 26, 2026. The council’s adoption of fee adjustments was finalized under emergency to make the new rates effective Jan. 1, 2026.
