Staff estimated roughly 66 parking spaces could be generated after removing the loading dock and reconfiguring interior space; the building otherwise remains intact and would require ventilation, asbestos abatement in places, ADA ramps and gate arms for badge access.
Council members raised tradeoffs: the conversion would cost about $20,000 per added space at the presented estimate, and members asked staff to evaluate lower‑cost options that would provide smaller increments of new parking (for example, about 20 spaces) by restriping or limited modifications. Council asked for a map of all nearby parking within walking distance, midday drone snapshots to document actual usage patterns, and funding options including use of interest earnings or targeted grants for streetscape components.
Staff said they would return with a more detailed analysis of parking supply and demand in the area, phased cost estimates, and potential funding sources. No budget action was taken at the meeting.
