Clarkdale council approves $1,328,821 Arizona Smart Fund grant application for Luke Lane and Broadway design

The Clarkdale Town Council on June 16 approved Resolution 1736 authorizing a $1,328,821 grant application to the Arizona Smart Fund to pay for design work on the Luke Lane and Broadway Street Improvement Project and authorized the town manager to sign any required grant documents if the award is made.
Grants Manager DK Green told the council that Arizona Department of Transportation staff reviewed Clarkdale’s initial application and requested changes to the resolution language and budget to follow ADOT’s template. “Part of the recommendations that ADOT had was to revise a resolution that we had already presented to you… ADOT asked that we use their template,” Green said, and added that ADOT suggested adding $15,000 for administration and accounting for environmental testing fees. Green said the revised request represents a $60,000 increase from the prior application and results in a total of $1,328,821.
Green said ADOT also warned that some Smart Fund allocation “buckets” are being depleted and that in July the agency will redistribute unused funds across categories, which could affect Clarkdale’s chance to compete if the town’s application is not clearly in process. “We wanted to get these changes made immediately so that we can let ADOT know our sense of urgency,” Green said.
Council members thanked staff for moving quickly. Council member Marie said she was pleased the town had budgeted conservatively and welcomed staff’s responsiveness to ADOT’s feedback: “I’m excited to hear that we actually budgeted… more modestly than they think that we should.” Staff added that they included a $25,000 local match in the application — described as half of the streets fund contingency — because the application’s scoring gives points for having local dollars committed even when a match is not required.
Council members asked what environmental work might be necessary. Green said specific testing is not yet known but that testing will be required because ADOT will administer the project and Clarkdale is not self‑certified; unknown costs uncovered during construction would fall to the town. “You will have to do the testing,” Green said, and described the town’s effort to include necessary contingencies in the application so the town is not surprised by additional costs later.
Vice Mayor Hunetter moved to approve Resolution 1736, and the motion was seconded. The council voted by voice; the presiding officer recorded no opposition and declared the motion carried. The council then adjourned the special meeting at about 12:45 p.m.
The town will proceed with the application as revised, and if the grant is awarded the town manager is authorized to execute required documents.
