Council to hold study session on possible moratorium for new cannabis businesses after revenue shortfall

City staff told the council that cannabis tax and license revenues totaled $254,000 through Dec. 31, 2025, against a $350,000 annual budgeted projection. Staff noted one operator, Base Camp California, recently requested removal of its license with the state, and that closures and market changes have reduced projected receipts.
Several council members said they want to better understand agreements and the return on investment. One member said the city should consider a moratorium on new cannabis permits while the council reviews historic contracts and the economic performance of local cannabis businesses. "Just a study session on to discuss a moratorium on cannabis in Lemoore," a council member said; councilors agreed to schedule a study session to examine the issue.
No moratorium ordinance was adopted at the meeting; councilors asked staff to prepare background materials and to schedule a study session for further consideration.
