Commission approves contracts, supplements, a $1.3M settlement and port grants

The commission approved Item 27, a package of engineering contracts that included on-demand subsurface utility engineering ($3 million aggregate) and multiple off-system bridge inspection contracts (including a $13,577,000 aggregate engagement for a set of firms). Item 28, contract supplements totaling $2.1 million for environmental services and several smaller district supplements, was also approved.
Commissioners approved a settlement request (Item 32) tied to the US 69 bridge replacement in Wagner County. The department requested a settlement of $1,303,659.92 to cover additional crane operations, labor and negotiated delay costs after Union Pacific required a more intensive beam-lift plan. The commission moved, seconded and approved the settlement.
The commission also approved Item 33, the department's recommendation to award $3,240,000 from the new Oklahoma Port Infrastructure Revolving Fund to two projects: $1.62 million to Port Muskogee for a mooring-dolphin replacement project and $1.62 million to the Port of Catoosa for a main-line harbor conveyor and unload-hopper work.
Other routine approvals included the minutes from the Feb. 2, 2026 meeting (Item 25), the consent docket (Item 26), proposed bid openings for April–June 2026 (Item 34), and awards from the Feb. 12 and Feb. 19 bid openings (Item 35). The commission also approved a set of change orders with cumulative totals greater than $150,000 (Item 31). All motions were made, seconded and passed as recorded by the chair.
The meeting concluded after a director's report and brief commissioner comments; the commission adjourned following a motion by Commissioner Paul Scott.
