City staff said the proposed changes update business licensing, alcohol licensing, application completeness standards, compliance and reporting obligations, and other regulatory language that had become outdated. The amendment is the first phase in a broader multi‑phase effort to modernize the city's licensing and regulatory code.
Council approved the ordinance by voice vote during the regular session. Staff said additional amendments will be presented in future phases to further align city code with current operational practices and enforcement needs.
Next steps: Staff will continue the multi‑phase code review and return with further Title Nine amendments.
