Senate committee creates summer study on experimental treatment centers

Chair Roshford convened the Senate Health and Human Services committee in executive session and the panel debated an amendment to House Bill 1734 that would create a summer study committee to examine experimental treatment centers in New Hampshire.

Supporters said the study is intended to answer outstanding questions about oversight, outcome tracking and which governing body should regulate such centers. The amendment’s sponsor told the committee the goal is to gather evidence from states that have taken similar steps and give the Legislature time to craft a more thoroughly researched policy.

Several members voiced a preference for a cautious approach. Senator Apprentice said more time was needed to see how recently passed measures — including the state’s recent right-to-try law — function in practice before layering additional changes. “I want some evidence. I want practice in place,” she said, urging a measured review rather than immediate policy expansion.

The amendment forms a study committee to work over the summer and report back before the Legislature considers further action. Supporters said they would not agree to a committee of conference; the amendment instead sends the amended bill back to the House for concurrence or further action.

The committee recessed briefly during the amendment discussion to distribute the text to members and returned to approve the amendment and proceed as amended. The study committee will examine implementation details, reporting requirements and whether existing state or federal frameworks already address the issues under consideration.

The committee then moved on to other business and later adjourned. The study committee’s membership, charge and reporting deadline will be determined as part of the amendment’s implementation in committee paperwork.
