Adrian approves new park rental fees, defers pickleball pricing after resident concerns

The Adrian City Commission voted April 6 to adopt updated rental rates for city shelters, athletic fields and the POTA center while postponing a decision on proposed pickleball court fees after commissioners and residents asked for more public input.
City staff presented a package of rate changes that standardize shelter and gazebo fees, increase POTA center charges by about $10 between resident and nonresident rates (to simplify weekday/weekend pricing), create concession-stand rental fees for tournament use, and streamline athletic-field fees (with Riverside field priced higher because of size). Staff said the new rates are intended to better cover operational and maintenance costs and to simplify booking procedures.
On pickleball, staff proposed an hourly rental system that would allow up to three concurrent hourly court reservations per hour and limit tournaments to one weekend per month. Commissioners raised concerns that rentals could tie up courts and reduce public access; several asked for a community survey and guidance from frequent court users. Commissioner Banky moved to adopt the park rental resolution but exclude the pickleball-fee section; the motion passed by roll call with the full commission voting yes.
Staff also briefed the commission on swim-lesson arrangements: the city would run eight-session group lessons at Adrian Public Schools facilities, with proposed resident group lessons priced at $74 and nonresident at $84; private lessons were proposed at $94 (resident) and $104 (nonresident). Staff said the higher rates reflect APS facility and staff costs and would be net neutral to the city.
The commission asked staff to conduct targeted outreach to city residents for the pickleball question, to post reservation signage, and to return with survey results or proposed limits before finalizing pickleball fees. The approved park rental rates (excluding pickleball) take effect after the formal resolution (R26-034) adopted at the meeting.
