She said the developer is expected to be reimbursed within 15 years and the total plan length is 19 years, which includes five years of capture in the local brownfield revolving fund.
City staff explained the municipal services agreement associated with the plan will split local tax increment capture so that the developer initially receives a majority of the new local increment and then returns a portion under the agreement. As one presenter summarized, the plan’s developer-eligible activities totaled about $9.5 million, with the developer likely to receive roughly half of that over the 15-year reimbursement period.
The brownfield review and recommendation had already been approved unanimously by the Brownfield Redevelopment Authority on March 3, 2026, and the city commission held a public hearing before taking action. Mr. Shipman, speaking for city administration, said if the city approves the plan the developer would next return to the Brownfield Redevelopment Authority to seek approval of a reimbursement agreement.
A motion to adopt the resolution approving the brownfield plan carried on a roll-call vote. The plan aims to support redevelopment, public infrastructure work and private investment while phasing reimbursements through the local brownfield funding structure.
What happens next: if the city and the Brownfield Redevelopment Authority complete the subsequent reimbursement agreement and related municipal service agreement, the developer’s reimbursement would proceed under the timelines described by the consultants. The commission did not take separate action on a final reimbursement agreement at this meeting.
