Adjutant General and education officials back revisions to Alabama National Guard education assistance

A House committee approved a substitute to House Bill 233 that revises the Alabama National Guard Education Assistance Program to address payment timing, eligible expenses and the inclusion of nontraditional workforce programs.
Representative Oliver told the committee the Alabama State Military Department, the National Guard and the Alabama Commission on Higher Education jointly revised the bill after meetings with stakeholders. The Adjutant General urged lawmakers to support the bill, noting the program helped "over 771 students or soldiers and airmen at 46 institutions across the state" in the most recent term.
Dr. Purcell told the committee the revisions make the program more operational and reiterated that the $10 million cap remains in place and the program functions as a last-dollar scholarship, limiting financial exposure. He said the changes should improve timeliness and administration without increasing the program cap.
Committee members tabled two previously adopted amendments, adopted the agreed substitute and gave the bill a favorable report by voice vote. The committee recorded no roll-call tally in the transcript.
