The Davidson County Board of Commissioners on Feb. 23 authorized county staff to proceed with refunding limited obligation bonds issued in 2016 for Oakrove High School, sewer projects and the sheriff's office.
County staff, led by Mr. Smith with finance director Casey in the discussion, said market timing could produce meaningful savings: “As of a few weeks ago, we would have picked up about $1.1 million over 10 years,” staff said, estimating roughly $100,000 per year in reduced interest costs depending on market conditions and the sale terms.
The board opened a public hearing, heard no public speakers on the item, and voted to enter an installment financing contract and to authorize execution of necessary documents subject to attorney and underwriter final approvals. Staff said the refunding would not change the debt maturity schedule (obligations still expected to be paid off by 2036) but would reduce interest costs if market conditions hold.
Officials noted credit opinions from Moody’s and S&P had been reviewed and the county’s strong cash and debt management influenced favorable borrowing outlooks. Staff described the refunding authorization as an administrative step to allow bond counsel and underwriters to complete the sale process, likely in mid-March.
The motion carried by voice vote; staff will return final documents for execution when terms are finalized.
