Committee recommends FY26 budget amendment that includes $1M for Cory Park connector road

The Lee's Summit Finance & Budget Committee voted March 2 to recommend to full council Budget Amendment No. 3 for FY26, a multi‑part package that consolidates funds, recognizes bond proceeds and authorizes several capital transfers.
Budget Manager Rick Gentry described multiple consolidations (landfill postclosure into the general fund; grant and settlements funds into one grants fund; consolidation of several small construction and economic‑development funds) and a round of accounting cleanups. The amendment recognizes just under $49 million in general obligation bond proceeds issued last fall.
One large transfer in the amendment is a $1 million allocation from the unallocated general fund balance to the capital project fund for design and construction of a Cory Park connector road. Public Works staff and Mr. Parks said the road will provide permanent access for four to five properties after a previously collapsed section made the preceding temporary route necessary; the route crosses into Kansas City and the city plans to pursue condemnation authority if needed. Mr. Parks said, “we should be presenting to the city council an ordinance authorizing condemnation here within the month of March for your review.”
The amendment also includes spending authorization for a $400,000 Gateway Monument project (the council previously moved $300,000 into the fund plus $100,000 additional), recognition of bond proceeds tied to earlier council authorization, authorization to replace a Long View Community Center boiler and other capital items, and minor FTE reclassifications and housekeeping updates to FTE sheets.
A motion to recommend TMP‑3542 to full council passed on a unanimous roll call by members present.
Next steps: The committee recommended the amendment to full council for approval and staff indicated specific condemnation and capital ordinances will be presented for council consideration in the coming weeks.
