He said a comprehensive option carries a preliminary cost estimate of about $1.66 million, averaging roughly $1,200 per acre.
"We've come up with recommended improvements," Colin said, outlining a baseline route using 48‑inch diameter tile and potential add‑on reaches north and northeast. He recommended an informational meeting so landowners could discuss costs, bring pattern‑tile maps and request pre‑classification to estimate property‑level assessments before any formal vote.
Board members approved filing the report and asked the engineer to send informal letters to landowners. The joint board fixed an informational meeting for March 19 at 4:30 p.m. at the Red County courthouse and directed staff to invite Humbl(e) County representatives to attend. The engineer noted that if the project proceeds, construction would likely not begin until fall after formal hearings, design, bidding and contract award.
The motion to accept the report and set the informational meeting was seconded and carried.
